Setting up Bluetooth OBD adapters on Windows 8.1/RT
There are 2 ways of pairing Bluetooth device to the Windows 8.1/RT tablet/PC. Using the 'device and printer' control panel or the new 'PC Settings'
To add OBD devices using "device an printer" from the "Control Panel"

Plug the OBD dongle to the vehicle’s OBD port, set Ignition to ON position

Open 'Control Panel' from Windows desktop

Open 'Devices and Printers' applet within the Control Panel

Click 'Add a device', wait for the OBD II adapter showing up on the potential device list

Click the OBD II device to pair,

Enter the device pass code if asked

At this point, there should be a 'Adding Device' progress bar, wait until it finishes.
Alternatively you can use the PC setting applet to add an OBD device. However, a bug on Windows 8.1/RT often gets in the way of pairing Bluetooth devices to the tablet. To ensure the adapter is correctly paired to the tablet, please open the Desktop to check the 'Add Device progress. It is quite often you will find the Windows desktop still in the middle of adding new device even though the 'Settings' already reports the Bluetooth adapter is connected. Please wait until the Desktop finishes adding new hardware before launching OBD dash apps.
To add OBD device using PC settings:

Plug the OBD dongle to the vehicle’s OBD port

Set vehicle ignition to ON position, check to ensure the OBD dongle is powered up

Open the Windows charm bar on Windows 8.1/RT 8.1

Select ‘Settings’, on Windows 8.1/RT tablet select ‘Change PC settings’ at the bottom of the flyout

Select ‘PC and devices’

Select ‘Bluetooth’, tablet start searching for Bluetooth device nearby.

Once the OBD Bluetooth dongle is discovered, click ‘Pair’

You might be asked to enter a passcode, please check your device manual.

Once the passcode is entered the tablet will attempt to pair the OBD dongle, do NOT launch OBD dash app at this point.

Open Windows desktop, there should be a “adding Bluetooth device” progress bar, wait until it finishes
Setting up Bluetooth OBD adapters on Windows 10

Plug the OBD dongle to the vehicle’s OBD port

Set vehicle ignition to ON position, check to ensure the OBD dongle is powered up

Select 'Settings' from the Windows start menu

Select ‘Devices’

From 'Bluetooth and other devices' page, ensure the Bluetooth button is set to ON position, tap the 'Add Bluetooth or other device' button.

Tap 'Bluetooth' from the pop up screen to start device searching

Once the OBD Bluetooth adapter is discovered, click ‘Pair’

You might be asked to enter a passcode, please check your device manual.

Once the passcode is entered the tablet will attempt to pair the OBD dongle, do NOT launch OBD dash app at this point.

Wait until the hardware installation process finishes then start the OBD dash app
Many initial connection issues are caused by incorrectly paired OBD adapters. If the OBD adapter is paired correctly, when connects the very first time, the app will prompt the user for permission to access the OBD II adapter. If this prompt does not show and the app refuses to connect, it is a sign that the OBD adapter is not paired to the tablet/PC correctly.
